PMDC MDCAT exemption 2026: the door to MBBS abroad just opened wider — read the fine print before you walk through it.
1. What actually changed on 5 October 2026
PMDC decided at its Council meeting of 14 September 2026 to exempt Pakistani students seeking admission into foreign medical and dental institutions from the mandatory requirement of having passed the MDCAT. The decision was issued as public notice No. Exam-59/2026/350 on 5 October 2026. Dawn reported the change on 6 October 2026 (dawn.com/news/2035055), quoting PMDC President Rizwan Taj: the exemption follows a recommendation by the parliamentary committee, so that students intending to study abroad are not blocked by a domestic entrance exam.
This reverses the earlier regime. Under PMDC's notification of 14 May 2026 (No. Exam-59/2026/219), a student needed an MDCAT score of at least 50% before seeking admission to a foreign medical or dental institution. MDCAT runs once a year, so one missed or failed attempt meant a full year of waiting. That gate is now gone for foreign admissions.
2. Who this helps
- FSc (Pre-Medical) graduates who never sat MDCAT. You can now apply to a foreign university in the same admission cycle you graduate.
- Students who attempted MDCAT and scored below 50%. The exemption applies to you too — the 50% bar is no longer the deciding factor for foreign admission.
- Students targeting the 2027 spring/autumn intakes in China. The timing lines up: applications for the next intake can start now, without waiting for the next MDCAT cycle.
If you see an agent advertising "MBBS abroad with no MDCAT, no requirements," be careful. The exemption removes one requirement. The rest of this article is the part they will not tell you.
3. What did NOT change — the fine print that protects you
- The academic threshold stays: FSc (Pre-Medical) or equivalent with at least 60%. PMDC's policy for students seeking admission to undergraduate foreign medical and dental institutions, notified on 29 July 2024 (No. 1-C/Council/2024/515), sets that threshold — with alternatives of SAT-II at ≥550 in each subject, or a foreign MCAT or UCAT at 50% in Biology, Chemistry and either Mathematics or Physics. The October exemption removes the MDCAT condition from that framework; it does not lower the academic bar. If you plan to rely on SAT-II or UCAT instead of FSc marks, download the current policy wording from pmdc.pk first.
- PMDC student registration still exists. The 14 May 2026 notice states that mandatory online registration through the student portal (srf.pmdc.pk) is what makes you eligible later for provisional registration and the National Registration Examination. The exemption does not abolish student registration.
- Your university must still be ECFMG-recognized. Under PMDC notice PF-5-ADR-PM&DC/2026/1220 (31 July 2026), NRE eligibility for foreign graduates runs through ECFMG recognition of the institution. If the school is not in the World Directory of Medical Schools with an ECFMG note, the exemption does not rescue your degree. See our PMDC verification checklist before choosing a university.
- The NRE still waits at the end. Finish abroad, return home, and you must pass the National Registration Examination before you can practise in Pakistan. The December 2025 sitting passed roughly one in five candidates overall (Dawn-reported). Plan for it from year one, not after graduation — and if you have already failed it, read our NRE retake rules and recovery plan. Details: NRE pass rate explained.
- Transferring back to Pakistan mid-degree is still gated. Per the Dawn report, students who complete two years abroad and want to transfer into a Pakistani institution must pass the National Equivalence Board (NEB) exam. The exemption is for going abroad, not for switching systems midway.
4. How to apply now — in order
- Verify the university first. Check the school in the World Directory of Medical Schools (search.wdoms.org) for an ECFMG eligibility note, and confirm it is on the China MOE list for English-medium MBBS. Our verification checklist walks through the exact chain.
- Prepare your academic documents. FSc (Pre-Medical) transcript showing ≥60% (or your SAT-II/foreign MCAT/UCAT evidence), passport, and any equivalence certificates. Do not alter grades — ever.
- Register on the PMDC student portal (srf.pmdc.pk) and save the registration confirmation.
- Download both PMDC notices — Exam-59/2026/350 (5 Oct 2026, the MDCAT exemption) and PF-5-ADR-PM&DC/2026/1220 (31 Jul 2026, the ECFMG rule) — from pmdc.pk → Publications → Public Announcements. Keep the PDFs in your application folder.
- Apply through official channels only. The university's own international admissions office, or an established platform. Follow our step-by-step application guide for Pakistani students.
- Get key answers in writing from the university: medium of instruction for all six years, internship location, and recent NRE outcomes for graduates. If a university will not answer in writing, that is an answer.
5. Three traps already appearing around this news
- "No MDCAT = no requirements at all." False. FSc ≥60% (or the published alternatives), an ECFMG-listed university, PMDC student registration, and the NRE all remain. Anyone selling "zero requirements" is either uninformed or lying to you.
- "MDCAT exemption seats — pay now to reserve." The exemption is a public policy change, not a product. There is no seat-purchase fee attached to it. Any invoice referencing the exemption is a scam pattern.
- "Apply to this cheap bilingual program instead." China's MOE prohibits "bilingual" teaching used as a disguised English MBBS, and PMDC-facing guidance points to English-medium as the clean route. The exemption changes nothing about that risk.
FAQ
Is MDCAT fully abolished now?
No. The exemption covers admission to foreign medical and dental institutions. If you want admission into a medical college in Pakistan, the domestic rules — including any entrance test requirement — still apply.
Does the exemption apply to dental (BDS) programs abroad too?
Yes. The notice covers foreign medical and dental institutions. The same caution applies: verify recognition and plan for the registration exam before you commit.
I failed MDCAT in 2026. Can I apply to China for the next intake?
Under the 5 October 2026 notice, your MDCAT result is no longer a blocker for foreign admission. Your FSc score (≥60%, or the published SAT-II/MCAT/UCAT alternative) and the university's ECFMG/MOE standing become the operative checks. Verify both before applying.
Which admission session does the exemption apply from?
The notice itself does not name an effective session — it states the exemption without conditions. If your admission depends on the timing, ask PMDC directly and keep the written reply.
Will PMDC bring MDCAT back for foreign admission?
We do not know, and neither does any agent. Policies change; that is why every page on this site tells you to download the current notices from pmdc.pk and keep them with your documents.
Where do I read the official wording?
pmdc.pk → Publications → Public Announcements, notice No. Exam-59/2026/350 dated 5 October 2026. The Dawn report of 6 October 2026 (dawn.com/news/2035055) is the reliable press summary.
