PMDC recognized medical colleges in China: do not trust the list until you verify it.

Bottom line: Pakistan’s old PMC is now PMDC, and the old NLE is now NRE. The pathway still exists, but it is narrower. Any consultant who says “all Chinese MBBS are recognized” is already wrong.

1. The current rule set, in plain English

Two official updates you should know (both from pm&dc.pk, October 2026): Download both notices from pm&dc.pk → Publications → Public Announcements and keep the PDFs.

For a Pakistani student who studies clinical medicine/MBBS in China and later wants to practice in Pakistan, the key registration exam is the NRE — National Registration Examination. PM&DC materials and 2025 reporting describe two parts:

Recent reporting around the June 2025 NRE-I described low-thousands of candidates in multiple cities; one tabulation listed 4,953 MBBS and 38 BDS candidates across Lahore, Islamabad, Peshawar, and Karachi. A commonly cited prep-source estimate puts the latest pass rate around 21%; treat that exact percentage as single-source/unverified until PMDC or NUMS publishes the official rate.

2. Recognition is not one list — it is a chain

Before paying any fee, verify the university and the specific program against all of these:

  1. ECFMG recognition — under the July 2026 PM&DC notice, this is now the operative gate for NRE eligibility. Check the school in the World Directory of Medical Schools (search.wdoms.org) and confirm it carries an ECFMG eligibility note. PM&DC's own “Notified Foreign Qualifications” schedule covers postgraduate qualifications only (276 entries, no Chinese institution listed) — for MBBS-level recognition, ECFMG/WDOMS is the framework.
  2. PMDC recognized foreign medical institution list — older blog posts cite a fixed “29 universities” list; treat that as historical. The current framework is the ECFMG rule above. If an agent shows you a “PMDC list,” ask whether it predates the July 2026 notice.
  3. China MOE / official international-student authorization — confirm the university is authorized to enroll international students and that the program is listed for international applicants.
  4. WDOMS — the World Directory of Medical Schools entry should match the exact university and program route.
  5. Medium of instruction — the safer reading of current PMDC-facing guidance is that English-medium programs are the clean route. Some sources say bilingual routes may still be presented as acceptable; that conflict matters, so get the answer in writing from PMDC or the university.
  6. Internship location — current guidance repeatedly states that the clinical internship must be completed in the country of study. Do not let anyone promise “do your final year back home and still stay eligible.”
  7. NOC and HEC equivalence — separate from PMDC registration. Students also need the pre-departure No Objection Certificate and later academic equivalence steps.

3. The China MOE leg — verified from official sources

China's Ministry of Education publishes its own authorized list for English-taught MBBS, separate from PMDC. The most recent publicly available notice (教外厅函〔2023〕10号, published 2023-05-30, covering the 2023–2024 academic year) authorizes 44 universities with a total of 3,048 seats. The prior notice (2021–2022) listed 45 universities and 3,037 seats — the roster shrinks when schools fail quality reviews. The notice also bans a practice you should know about: universities not on the list may not issue English MBBS diplomas, and “bilingual teaching” used as a disguised MBBS enrollment is explicitly prohibited. If an agent pitches a “bilingual MBBS” at a school outside the MOE list, that is exactly the pattern the MOE notice prohibits. Sources: moe.gov.cn 2023–2024 notice · 2021–2022 notice.

Well-known names on the MOE roster include Capital Medical University, China Medical University, Dalian Medical University, Wenzhou Medical University, Tianjin Medical University, Nanjing Medical University, Sichuan University and Zhejiang University. Treat the roster as your MOE-side filter — then do the PMDC check on top.

4. Why the internet says “29”, “44/45”, and “100+” at the same time

You will see three numbers:

Do not resolve this argument from a blog. Resolve it from pm&dc.pk (Public Announcements), then cross-check with the MOE roster and the World Directory of Medical Schools. If a school is in WDOMS with an ECFMG note and on the MOE English-medium roster, your chain is complete. If any leg is missing, treat it as not safe for a Pakistan-return practice plan.

5. The exact email to send before applying

Send this to the university international office and keep the reply:

“I am a Pakistani applicant planning to apply for the English-taught Clinical Medicine/MBBS program. Before applying, please confirm in writing: (1) whether this exact program and school currently appear in the World Directory of Medical Schools with ECFMG eligibility (per PM&DC notice PF-5-ADR-PM&DC/2026/1220); (2) whether the program is English-medium for the full pre-clinical and clinical phases; (3) where the required internship is completed; (4) whether graduates from this program have recently taken Pakistan’s NRE-I/NRE-II; and (5) the official tuition, deposit, scholarship, and application-deadline pages for the next intake.”

6. Red flags from documented cases

FAQ

Is PMC the same as PMDC?

No. Pakistan Medical Commission was replaced by the Pakistan Medical and Dental Council under PMDC Act 2022. Many pages still say PMC because old SEO dies slowly.

Is NLE the same as NRE?

The licensing route is now referred to as NRE. Older pages say NLE. Search both terms, but verify the current rule on PMDC-linked sources.

Can I do the internship in Pakistan to save money?

Current guidance used by PMDC-facing sources says the internship must be completed in the country of study. Do not build your plan on an exception you have not received in writing.

What if a university says “we are in process”?

Treat “in process” as “not confirmed.” For a family betting six years and large tuition, unconfirmed is a no.
