Trust, then verify

How to verify a Chinese university offer letter before you pay anyone.

Short version: an offer letter is only as real as the channel it arrived through. Before any payment, verify the university against the MOE English-medium list, confirm your admission through the university's own admissions system or international office, and check that the visa form (JW201 or JW202) matches your funding status. Ten minutes of verification beats ten months of recovery.

1. What a real admission package contains

For a degree program longer than 180 days, a genuine package has two core documents:

You take both documents, plus your physical examination record, to the Chinese embassy or consulate for the X1 visa. A letter with no matching JW form is half a package.

2. The verification checklist

  1. Check the MOE English-medium list. Confirm the university is authorized to teach MBBS in English (historically ~45 institutions; one 2026 source counts 43). No listing, no legitimate English MBBS.
  2. Check PMDC recognition separately. MOE listing and PMDC recognition are two different filters. Your degree must survive both. See our PMDC verification guide.
  3. Verify through the university's own system. Log into the university's official online admissions portal, or email the international office from the address on the university's own website. For CCMU, that is overseas@ccmu.edu.cn. One sentence is enough: "I have received an admission offer dated [date]; please confirm it is genuine and issued by your office."
  4. Cross-check the JW form. Ask the university directly which form applies to you and when it will be issued. JW201 without a scholarship award letter is a contradiction — scholarship forms only exist alongside a real scholarship decision.
  5. Match every personal detail. Name spelling, passport number, date of birth must be identical across offer letter, JW form, passport, and academic documents. Fix mismatches before the visa appointment, not at it.
  6. Confirm the program's language in writing. Ask: "Is the full six-year medium of instruction English for international MBBS students?" An offer for "Clinical Medicine" that is actually bilingual-taught is a known trap.
  7. Verify the money path last. The university invoice names a public institutional bank account and issues an official receipt (fapiao). Anything else — personal accounts, Western Union, crypto, a "representative's" account — is disqualifying.

3. Domain and email hygiene

Instant red flags: guaranteed admission, guaranteed scholarship, "no CSCA/HSK/exam needed," fees due within 24–48 hours to "reserve the seat," payment to personal or foreign accounts, and pressure to skip verification "because the intake closes Friday." Real universities have intake calendars, not countdown timers.

4. If verification fails or the answers smell wrong

Stop. Do not pay "just to be safe." Contact the university through its independently found website, ask for written clarification, and if money has already moved, preserve all evidence (messages, receipts, account numbers) and report to Pakistan's cybercrime authority — complaints now go to the NCCIA at complaint.nccia.gov.pk or helpline 1799. FAQ

Can an education agent issue an offer letter for me?

Agents can submit applications and forward documents, but the offer is issued by the university. Verify directly with the university regardless of who handed you the PDF.

Is a JW202 form proof that a university is legitimate?

It is strong evidence the enrollment was processed in China's official system — but the form must still match your name, program, and funding status. Cross-check it in step 4 above.

The offer came with a CSC scholarship letter. How do I check that?

CSC awards go through official channels (Chinese embassy, university nomination, or CSC's own portal). Verify through the same channel the letter claims — embassy websites list their scholarship contacts. A CSC letter from anyone else is suspicious by definition.

Do I need the original paper documents?

Historically originals were required for visa and later for the residence permit; some consulates now accept scans. Keep originals safe either way — you will need them again after arrival in China.

How long does verification take?

One email and one working day is typical for a real university office. A "university" that cannot confirm an offer within days is telling you something important.
